Food handler certificate in Spain: what the law actually requires
Anyone who has looked for kitchen work in Spain has been asked for the 'carnet de manipulador'. The official card hasn't been compulsory for years, but the obligation behind it hasn't gone away: it has moved to the employer.

What changed in 2010
For years, anyone handling food in Spain needed a food handler card (*carnet de manipulador de alimentos*) issued under a regional system. Real Decreto 109/2010 repealed the national rules behind it. Since then there is no official card that every worker must hold.
What remains is the EU requirement in Regulation (EC) 852/2004: food business operators must ensure that food handlers are supervised and trained in food hygiene in line with their work. In Spain that responsibility sits with the business, which has to be able to show, at an inspection, that its staff have received appropriate training.
In short
The card isn't compulsory; the training is. And it's the business, not the worker, that has to prove it.
Who can provide the training
- The business itself, if someone has the knowledge to train others.
- A training company or entity, in person or online. Most issue a certificate, which is what people still call 'the carnet'.
- The health authority, in some cases, if it considers it necessary.
Some autonomous communities publish guidance on minimum content and duration, so it's worth checking what your region recommends.
How to prove it at an inspection
- A training plan in your self-control system (APPCC) that says what training each role needs and how often it's refreshed.
- A record per employee: what training they did, when, who gave it and its content.
- Certificates from courses, if staff took one.
- Evidence of supervision: that new staff are shown how things are done before they work alone.
What the training should cover
- Personal hygiene: handwashing, clothing, illness and when not to work.
- Temperatures: cold chain, cooking, cooling and reheating.
- Cross-contamination between raw and cooked food.
- Allergens: the 14 allergens, how to check a dish, and what to do when a customer has an allergy.
- Cleaning and disinfection, and how to use the products safely.
- The records the business keeps and how to fill them in.
How often to refresh it
There's no single national rule on how often training must be renewed. The sensible approach is to set it in your training plan: when someone joins, when their tasks change, when the menu or the processes change, and periodically for everyone. Allergens deserve a refresher every time the menu changes.
Failing to meet the training requirements is an offence under Spain's Food Safety and Nutrition Law. For how the rest of the system fits together, read APPCC explained in English and what happens in a health inspection in Spain.

- Is the carnet de manipulador de alimentos still compulsory in Spain?
- No. Real Decreto 109/2010 removed the official card. What's compulsory is that food handlers are trained and supervised according to their work, and the business has to be able to prove it at an inspection.
- Who is responsible for food handler training, the worker or the employer?
- The employer. The food business operator must ensure its staff are trained and must be able to show evidence of that training.
- Is an online food handler course valid in Spain?
- Online training can be valid, as long as its content is appropriate to the person's tasks and the business keeps evidence of it. Check whether your autonomous community has specific guidance.
- How often does food handler training need to be renewed?
- There's no single national period. Set it in your training plan: when someone joins or changes tasks, when processes or the menu change, and periodically for everyone.
